Although, requiring pad to pad teleportation, rather than pad to site, or site to site is odd since the setting is post TNG. Fortunately it can be rationalized that site to site beaming is blocked in the Kelvan section, and only pad to pad is allowed near there, while everywhere else site to site and pad to site is allowed.
I thought it was Data and Chief O’Brien, but Questor makes more sense given the references to Roddenberry’s other projects that this episode is delightfully packed with.
