This PD argument is already better than the ones we got in TNG, VOY, and ENT. TNG, really Picard, took it too dogmatically, Janeway possibly more so, except when she forgets it exists. To my knowledge no one ever cites real (Trek-world) examples, even though hundreds for and against stricter and looser methods should exist. All the arguments revolve around hypotheticals.
I have always wanted someone to say Kirk and others tied dozens of different pre-warp civilizations as dependents to the Federation, as a way to explain the extreme hands off approuch seen with Picard. Or, Kirk saved a civilization which later became enough of an enemy that General Order 24 was invoked, resulting in the decision to let civilizations die from natural disasters so the Federation wouldn’t have to commit genocide to protect itself from its own good intentions. Or, it could be as simple as a shift in public sentiment, but we never get that kind of depth.

The captain, as depicted, seems to be the sort to inspire that in people. He just doesn’t giv a fshar.
