On another note, I don’t think either side is going to be terribly happy with the outcome here. The local authorities clearly want the Federation to intervene on their behalf, and the Federation wants refugees to stop rolling over the border. Unless the Federation intervenes, the local authorities are at best incapable of halting the tide of refugees, so nobody is going to be happy.
