Do spies ever come right out and say, “Yes, I’m a spy! Please bring me your state secrets so I can clandestinely take them to my masters.”

There was one science fiction story where the government assigned a spy to everyone. The protagonist had a really incompetent spy, who would shadow him from about 20ft away. The spy just always had to wait for the door to close behind the protagonist before he could go through, etc. When the protagonist had to move away, he shook hands with his spy, and bid his farewells.
