Assimilate and collective seem more likely to be a red herring. A soft Borg conquest of the Federation seems an easy first idea rather than the most interesting idea. However, I do like the idea of the Federation eventually getting the Borg to join in good faith.
If I was right about the implant being more like a smart phone, with mental interface, where everyone chose to keep the connection open on a global conference call, then Jin can just never opt in, or opt out of the collective. Following the analogy of a smart phone, she would still have access to servers for the future equivalents of Wikipedia and the like. If it offers instant information download into the brain, it should be only a matter of moments before she figures out how to force the Kelvans into a better position in Federation society and securely get back home. A little before that we might get a big reveal of what is really going on, assuming there is any bigger secret behind the big giant heads.
Well, clearly Borg implants worked even if you resisted (resistance being, of course, futile). Also, it’s clear these future Federation have independent consciousnesses. So this isn’t a Borg hive mind thing. Probably more an always connected thing.
