An intergalactic war would be more interesting at this points, since the story appears to be wrapping up and I think have had the society pegged fairly well early on, unless a twist is coming. As for the outcome of such a war, I actually think the Federation would win it and that the Federation would give better terms to the Kelvans in that case, but only if it is the old Federation we know and love.
The issue with a war is, the Federation has to have already been vile by the time the Kelvans arrive for the Federation to have considered sabotage by omission and state enslavement good ideas.
For the Federation and Kelvans to fight, for the Federation to win and for it to offer extremely generous terms would likely require it to be knocked back into its old self by the war. But, that is unlikely due to already being possessed of a stingy and possibly paranoid quality. It is more likely a war at that point would emphasis those baser qualities and result in outright banishment or an even worse enslavement which results in another war.
As to the question of social replacement of the Federation, if the Kelvans are not part of the social fabric, does the replacement Federation still have an underclass, or do they automate everything? It is stated earlier that jobs were artificially created for the Kelvans, either, overtly stating or implying, the removal of automated systems.
Do they still atrophy scientifically and philosophically, which also implies economic and social atrophy? There are any number of reasons for why, but this Federation’s problem looks closest to that faced by China. A concept caught hold that the outside world has nothing to offer, that the Federation is the world and contains everything worth knowing. That turned into a variation on veneration for past accomplishments over present and future accomplishments. If anything, that Federation will need a kick in the pants just as badly as the one in this story. Either Federation will be invaded in the future by space British because of lack of curiosity and vitality, the only chance to save them is an upset in the past.
The Federation of the story can be made vulnerable in the past by letting the Kelvans through unscathed, we don’t know the Kelvans actually had good intentions, so it would be a brave act of compassion, or better yet our heroine can figure out another option. An option where the Federation decides not only to warn the Kelvans but also prepare habitats, or otherwise expand to such an extent that there is simply enough room. A fourth option would be revolution by the Kelvans in the present time.
The impression I have is the Kelvans like human society, even as shitty as it is, so they might be trying to avoid that fight by circumventing it. Alternatively, I am reading them wrong and they just want to win the invasion.
I don’t think it’d be treasonous to put up a sign warning of something as dangerous as “Mines!” or “Black ice!” or “Strong current!”, particularly when the Kelvans were the subject of an invitation presumably extended in good faith.
