Picard: "Star Date 456.12
         The Enterprise is on a routine mission to Belingese IV.  We are in
         orbit over the planet Wilcox III - new prospective member of the Fed-
         ation.  I look forward to meeting with various members of the council 
         when I beam down."  

Picard: "Are you ready to beam down number one?"

Ryker: "Yes sir, have prepared a beam down party of myself, Mr LaForge,
        Worf and Yar.  We are ready anytime you are sir"

Picard: "Fine, fine.  Lt. Yar what is the situation down there.  What kind of
        Laws do they have?"

Yar: "Um...Well uh, you see...it's like this.  The don't really have any Laws
      as we know it.  There Laws a simply much more different than our own."

Picard: "That's okay I am bringing with us a copy of the Federation Rules and
         Regulation Hand Book in case we should run into any trouble."

[ Beaming down - they land in the center of Wilcox III, an industial center for
  the entire sector ]

[ a member of the Planet Wilcox Council approaches ]
Person1: "Welcome, my name is Narge."  

Picard: "Hello we are from the Federation.  My name is captain Picard and this
         is...[annouces everyone present ]

Worf: "Say captain is that a color Television I see over there?"

Picard: "Why yes it is Worf.  Narge, are you all this advanced in technology?"

Narge: "Why yes Mr Picard, we have many such Earth like luxeries down here.
        For example Tv's, Radios, cars, Di-Lythium Crystals, Diamonds, gold.
        Anything you need Wilcox has!!

Picard: [to Worf, silently] "Hummm - this is what we were looking for right?"

Worf: "Yes captain!  Shall I tell Data to start charging the phaser banks?"

Picard: "Oh no, I don't think that's nessacary, yet... [ turning back to
         Narge ].  As you know Mr Narge the Federation has many Laws like
         the Prime Directive to protect the various civilizations from the
         NASTY things that we are, of course, capable of.  For example let's
         turn to page 23 of the Regulation Booklet...do you see here where it
         says "Under no circumstances shall any Star Fleet Officers steal from
         a planet anything of value..we'll let's do away with that one okay?"
         [ tears page out of book and crumples it up ]

Worf: "Yeah!  That's my Color TV!"

Yar: "Hay I saw it first!"

Ryker: "Now now, you'll both get your TV's.  Just settle down and let the
        Captain finish what he was saying..Captain?"

Picard: "Yes, now let's look at this regulation, "No Star Fleet Personell shall
         break any laws set down by the planets population."  I think we can
         CAN that little regulation too right Mr NARGE!!!!

Narge: "Er..uh..Right!  Of course, I mean if you are going to break ALL of your
        Laws PLEASE feel free to break any of our laws as often and whenever
        you feel like it.  After all we are weakling little alians and we'll
        bow down everytime the Federation wants to STEP on us.

Picard: "You see Mr Narge, you are new to the ways of the Federation.  we are
         a society that transforms other societies anytime we feel like it.
         If say I thought that your society was..uh..."Not a HEALTHY GROWING
         SOCIETY, I could call Mr Data up there and order a few rounds of
         phaser fire on your capital building".  Or if say you grabbed one of
         my crew and was going to execute 'em, I could simply beam him up and
         leave and there'd by nothing you could do about it! Weakling little
         fools that you are!!!!

Picard: "For example - Worf go grab that TV from that store over there"

Worf: "Alright!  [Pulls a phaser] Gimme that Television you little worm!"

       [ a store person resists Worf taking TV] 

Worf: "DIE WEAKLING FOOL! [Zaps him with the phaser]

Worf: "Captain, I'm sorry I didn't mean to phaser the guy..poor little guy
      [sniff]"

Picard: "Hay that's okay the Prime Directive says you can do anything you want
         as long as it was in self defense.  You were defending your self RIGHT
         WORF???

Worf: "But of course Captain! [Smiling]

Narge: "But I thought the Federation was the good guys, the ones that supported
        Justice and fairness for all!"

Picard: "We were...until the "Wesley Acception" was added to the Prime 
         Directive.  Basically we are allowed to interfer all we want now!  
         Once we over powered those Alians in JUSTICE the door when wide open
         and now all Star Ship Captain's can interfere all they like.

Ryker: "Captain shouldn't we start the "Observation part" of our landing?

Picard: "Oh yes of course, [ Open Communicator ] Picard to Enterprise"

Data: "Data Here Captain, Shall I beam down the PILLAGE TEAM...er..I mean
       Security team?"

Picard: "Right away Data - Captain out"

[ 100 Fully Armed Security "Red Shirts" beam down ]

[ ..after Pillaging, murdering, killing, stealing, ravaging...]

Picard: "Well I've had fun, time to go!"

Ryker: "Yes it was a fun time, wasn't it Sir!"

"These are the Voyages of the Pirate Ship, Enterprise.  It's 15 year...[etc.]
